Job Summary:

The Technical Officer (HSS) will provide day-to-day operational and technical support for the implementation of health systems strengthening interventions in Kano State. Working closely with the HSS/Policy Advisor and other team members, this role focuses on the practical execution of project activities, ensuring that state and LGA-level engagements are well-documented, coordinated, and aligned with the project's work plan.

Key Responsibilities:

  • Support the HSS Advisor in the rollout of interventions designed to strengthen the PHC system
  • Act as the primary focal point for logistical coordination with LGA health authorities and facility managers, ensuring valid communication channels are maintained.
  • Support the development of technical documents, guidelines, and protocols for effective implementation of HSS initiatives.
  • Support the conduct of policy analysis to identify gaps and opportunities for strengthening health systems.
  • Support advocacy for the adoption and implementation of evidence-based policies and practices.
  • Conduct desk reviews and gather background data to support the Advisor in policy analysis and the development of technical guidelines.
  • Draft activity reports, meeting minutes, and technical briefs. Assist in documenting success stories and lessons learned to support the MERL team.
  • Support the data gathering required for the creation of the state’s PHC strengthening roadmap, including infrastructure and HRH data verification.
  • Support capacity-building initiatives for government agencies and health personnel.
  • Assist in the design and implementation of monitoring and evaluation (M&E) frameworks for HSS activities.
  • Support the state in creating a PHC strengthening realistic roadmap based on available resources, considering infrastructure development, service delivery, human resources for health, financing, and other specific actions to be taken.

Qualifications and Experience:

  • Minimum of 3-5 years of relevant experience in health program implementation
  • Demonstrated experience in writing activity reports and organizing professional meetings.
  • Proven experience in stakeholder engagement and relationship management at the state and local government levels.
  • In-depth understanding of primary health care (PHC) settings and the Kano health landscape.
  • Proven experience working on donor-funded projects or in NGO settings.
  • Familiarity with digital health solutions.

Desired Competencies:

  • Demonstrated expertise in health systems strengthening.
  • Excellent analytical and problem-solving skills, with proficiency in statistical and data analysis software.
  • Strong written and verbal communication skills; fluency in Hausa is essential for effective LGA and community-level engagement.
  • Proven ability to engage and manage relationships with diverse stakeholders.
  • Experience in working with international donor organizations, government agencies, and NGOs.
  • Familiarity with the health landscape in Nigeria, particularly in Kano State
